    Addition of NR-V2X + IVI module + Traffic Manager Sample App · 699c6851

    This commit adds the NR-V2X module for V2V applications. In order to support it, the framework has been upgraded to the ns-3-dev branch of ns-3.
The first version of the IVI module is added together with a sample application to showcase its usage.
An additional centralized sample application is added, called Traffic Manager.
